Preheat the oven to 400°F. Prepare the leeks. Slice off and discard the root and the dark green ends of the leek.
Quarter the remaining leek lengthwise. Repeat with the remaining leeks.
Carefully fan out the layers without disturbing the shape and thoroughly rinse out dirt and debris. Rest the cleaned leeks on paper towels to remove excess water.
Arrange leeks on a parchment-lined sheet tray. Drizzle with olive oil and season with garlic powder, salt and pepper. Roast the leeks in the oven for 20 minutes.
Remove the leeks from the oven and top the leeks with the potato flakes and Parmesan cheese. Roast for an additional 10 minutes.
Remove from oven and drizzle with olive oil before serving. Enjoy!
